​​The San Bernardino County Adoption Service (CAS) is authorized by the California Department of Social Services (CDSS) to accept the relinquishment of a child in accordance with Welfare and Institutions Code (WIC) § 16100. Parents have the option to relinquish legal ties with their child when they are unable to care for the child, so that a safe and permanent home can be provided through adoption.

The County Adoption Services provides services to parents, children and families when parents are considering relinquishment of their parental rights. Throughout the relinquishment process the CAS worker will address relinquishment issues with the birth parent, including:

 

  • The birth parent's right to participate in adoption planning,
  • The rights of all alleged and presumed fathers of the child,
  • Services to enable the birth parent to retain parental rights, including custody of the child when possible  
  • Services when the birth mother is in the hospital, and
  • Provision/facilitation of pre and post adoption support and referral services.
